CENTRAL POINT — Standing on the curb of Pine Street in the the heart of downtown Central Point, Emma Richardson was a ball of energy.

"My favorite thing was the people on the bikes," the 7-year-old said.

The city's annual Fourth of July parade had just wrapped up, and spectators were packing up their lawn chairs and blankets.
